Is Big Data just a large collection of data sets, or is it a wider level a process to provide a better understanding and take advantage of products or customers?

Alternatively, something around the scaling upwards of computer systems?

And, indeed, who decides what the definition should be? "One firm’s big data is another firm’s peanut," is one comment in this particular area.
